Response time agreements with CATSA

NAV CANADA members responsible for maintenance of airport security equipment have raised concerns about the response time agreement between NAV CANADA and CATSA (Canadian Air Transport Security Authority). The response time agreement at class 1 airports (Halifax, Montreal, Ottawa, Toronto, Winnipeg, Calgary, Edmonton & Vancouver) requires technologist to be “in front of the equipment” within one hour of being called by the TOC or NAV CANADA may be subject to financial penalties. For many technologists responding this quickly is an impossible task given the distance they live from their workplace.

It’s important to remember that the agreement between NAV CANADA and CATSA does not change the agreement between the union and NAV CANADA.  Your terms and conditions as described in the collective agreement remain unchanged regardless of any arrangements between NAV CANADA and CATSA.

Members on standby in accordance with Article 29 have an obligation to “return to duty as quickly as is practicable” when called.  Since the collective agreement doesn’t oblige employees to respond more quickly in some cases versus others one must assume that all calls are important and they should be treated accordingly.
