Federal Government Bargaining Update #6
The union and employer met as scheduled on October 11, 2011.
You will recall that on August 26, 2011 the union tabled a comprehensive package to settle all issues in dispute. Your negotiating team did this because it became clear to us that the informal negotiation process had run its course. Following this meeting, the union had every reason to expect the employer would respond in kind and table its own comprehensive package. We had no expectation of any particular outcome but we did expect to learn where the parties stand in relation to one another – are we close or far apart and in what areas?
For reasons only they can explain, the employer chose not to table a formal package. They preferred to start the discussions by rehashing what has already been discussed making it impossible to converge and reach an agreement.
This bizarre move is frustrating for everyone on our side of the table. Our goal from the beginning was to negotiate a fair and reasonable collective agreement. It may not be possible but we are trying to converge on key issues. Unfortunately we are dealing with an employer that seems unwilling to make any kind of commitment on paper.
No further meetings are planned and the union is considering its options.
